What's going on at 99.9-HD3?

For a week or more, 99.9-HD3 has had this double-broadcast thing happening. The program (The Breeze, from somewhere on the east coast, it appears) is playing in a good old fashioned round. It sounds like two copies of the program are playing at once, about a second offset from one another. Unlike a properly-done round of "Row your Boat," however, this is totally unlistenable. I did my best to tell them over a week ago, and it was fixed briefly. It came back, and I did my best to tell them again. It was fixed approximately overnight, but came back again.

Curious to know what kinds of things cause this particular situation, and why it doesn't stay fixed very long(?).
 
Well, the broadcast has tightened up to the point that it now sounds kind of like an exaggerated ‘hall’ effect like there used to be on stereo receivers.
