The other night I was watching a Suns game on Channel 45, which is co-owned with Fox 10. At halftime, they have a new brief anchored by Beverly Kidd and the Channel 3 news team. Why doesn't Fox 10 News do the halftime report?

From what I understand, Fox has no say-so. They just transmit the game - essentially "renting" the station to the Suns for that time - while the team sells the ad time and can contract with anyone they want to for news updates.
KTVK's contract to do the news updates is with the Suns, not with Fox. Maybe Fox will insist on that changing when the contract is up for renewal.

But what benefit is this to either KUTP or FSN? If I'm understanding the setup correctly, they pay for the rights to carry the games, yet can't sell any advertising in it.

I think the deal is that the Suns pay Fox for the use of their facilities (Ch. 45 transmitter/FSN feed, studio/production personnel, etc.), not the other way around. I don't think Fox is paying a "rights fee." As a result, the team owns all aspects of the broadcast.
I think the Diamondbacks are doing the same thing with FSN starting this coming season, now that their deal with KTVK has expired. Not sure about how the Coyotes' deals with AZTV and FSN are handled.
