What's this I Hear?

I'm picking up around the whole city a very spotty 87.7 playing Regional Mexican music. Is this a pirate station?
 
As I understand, it doesn't go away any time soon. The FCC extended their STA to operate as an analog station for an indefinite period.
 
I am picking up a station very clear tonight here in Houston in the Heights and in North Side. 87.7 FM LA LEY They have a page on Facebook and a website that says coming soon.

Very interesting. You'd almost think that there was an election coming and the FCC has been told
not to alienate an important voting bloc. Almost.
