What's up w/ WWLV in Mt. Ulla?

Looks like Gig Hilton may be taking another run at getting his long-sought Charlotte-market tower for WWLV (formerly WTHZ). He has obtained a Rowan County zoning decision that a tower just barely over the Iredell County line is not subject to Rowan regulation even if one of its guy anchors lands in Rowan (see last page of case file here: http://www.rowancountync.gov/Portals/0/Government/Departments/Planning/documents/ZBA%2001-13%20Material.pdf). I guess that would liberate him from the recent court decision that the new Rowan County Commission can't reverse the the previous Commission's decision denying permission for what was essentially the same facility. However, I can't find an Iredell zoning request and there's no application pending with the FCC to change site yet.

Anyone know what's up?
