What's up with 820?

This morning I happened to be listening to WBAP around dawn, when suddenly a strong carrier came on the frequency (820) peaking to the south from my location in the western burbs. Thinking this would be WCPT signing on, I listened for awhile. Eventually some nice Irish music started playing, but no call letters (that I heard). One commercial for 5-3 Bank ran, and then more music. Meanwhile the audio from WBAP was still quite audible, maybe about 10 dB down. Then around 6:15 a.m. I hear the national anthem and the WCPT sign-on peaking to the east. Some talk show comes on (the Bill Press show, I think). Meanwhile the Irish music keeps on playing. Then suddenly the talk show is on from both signals, with a significant delay between the two. That continued for awhile until the signal to the east (I assume from their old location) dropped out.

Looks like they are on from the new location, but the data on the FCC web site doesn't seem right (no power specified). Also, what's up with operating both signals at the same time? Is that allowed?
 
820 has a separate night tower array that they built this winter. It sounds like they were testing it. IMO I think they should have taken that money and put it towards some local talent.
