What's up with KUDE?

Apparently, I heard someone that KUDE-FM is off the air at 103.9 according to a local that commented on Mix 105.1's Salt Lake City's Facebook page. She says she can't get KUDD-FM clearly, but only KUDE-FM. What is going on with KUDE? Did they already go to 99.1 already or the satellite of KUDD (KUDE-FM 103.9) has gone off the air forever?
 
KUDE had a construction permit to move to 99.1 that expired in 2014. If it's on 99-1 now they should file that with the FCC.
If 103-9 is off-air, it will remain so because the station has changed frequencies..
