What's up with the Dothan numbers?

I've noticed several books being withheld by Arbitron all over and it seems to be happening with increasing tendency. I think in Dothan there is maybe only one company under contract to purchase so Arb withholds. Just a guess. I'm not going to do an Arb bash here, too easy a target. Think pre-Telecom Act, many different owners, very few now. The corp big boys have proven that all they know to do is to try and save themselves into a profit. Radio has changed from a promotional machine (numbers were a tool in that) to a type of rust-belt-used-to-be-a-player that can't afford to pay for the survey. I said a few years ago on some long forgotten post on one of the boards that if CC couldn't buy Arb they'd try and start their own if they lasted long enough. They didn't make it long enough for that, only long enough to financially strap most everyone so that they can't participate any more.
 
My question is if whether or not WJEP AM 1020 was able to be heard in the past in Dothan...If our 10KW signal can be heard in Dothan then we will have some definite impact on the future books in the market with our new Active Rock Trimulcast of AM/FM and internet...Feedback?
