What's wrong with 850AM?

I was tuning through the AM Band this afternoon and heard the weirdest thing on 850. I'm not quite sure what it is... maybe a digital STL gone awry? Or some sort of delay unit that's jacked up? It sounds like a CD skipping, only it's continously playing - not just stuck in one place. Really weird sounding...

Actually had your dial been tuned to 1200 you would have been notified that the invaders were from saturn's moon titan. They were lodging a formal complaint about having their pictures taken without written authorization from the Cassini satelite passing by that was launched from earth 7 years ago.
 
Well they finally fixed it, whatever it was. I heard a modem connection establish around 6:09 PM. Sounds like they’re using a Codec for an STL…

Whats wrong? The format, and the frequency. I miss being able to hear KOA in the daytime.
