WHCT-LP 38 Azteca America and Dish Network

DISH NETWORK carries WHCT-LP 38 as part of its local channels package. Obviously Dish Network picks it up via Over the Air because reception is always snowy. The weather conditions must make the signal ever weaker because since last night from DISH NETWORK on the screen have been color bars with the Words WHCT Please Stand By on the screen with the audio from WHCT with WHCT's video occasionally popping in. And from what I've been able to see of WHCT's video, it appears they're having problems recieving Azteca America's signal. Because there's been quite a bit of signal break up and the video and audio aren't in sync.

You would think they'd carry channel 50 Telemundo, but they don't. Directv on the other hand doesn't carry either.
 
On a slightly-different tangent, you would also think that WHCT would say "Please Stand By" in Spanish (to match the network), instead of English.
 
I wonder where the pickup point is, and how they feed it from that point to Dish? I mean I'm not that close to the station and I get it about the same OTA as I've seen when I visit someone I know who has dish.
 
When I got back home after posting my message there was a message on WHCT-LP from DISH NETWORK that said they're aware of the problem and not to call them with the audio of Azteca America in the background. Every so often the video would switch to WHCT's video and it was it was moving frame by frame (as if in slow motion) but the audio was normal. WHCT finally got it's act together last night, but the picture is jumping every so often because of their weak signal.
