Where did "It's snowing in Frayser" start?

OK, this came up in a Facebook comment this morning:

“It’s snowing in Frayser”

All you other old guys: How and when did this start? I believe it to be from some guy who called it into Rock 103 in the late 70s or early 80s, but I once heard a story it started at Top-40 WMPS even earlier. Anyone remember differently?
 
I laughed out loud when I read this one. It's not so much what they said as the way it was said.

In the late 70's, WREC was the clear news leader in town. The newsroom could count on several calls every time it snowed in Frayser...or anywhere else for that matter. I still don't know why, except that snowfall was something of a rarity in the Mid-South.

Still funny, though. Thanks for the chuckle.
 
I think it was Ron as well...in the early 70's.
 
Yes sir...twas Jordan. But the most prolific was the cheesy way that former newsman
