Where to comment?

If an average radio listener wants to complain about their favorite station being interferred with, where should they write or email?

To the station that's receiving the interference. The FCC pays attention to stations that complain about interference (if it's a legitimate complaint - i.e., a full-power station taking a hit from a translator), but they don't have the resources to do much with a complaint from the general public.
