TV ratings are rarely made public. Every now and then, they'll wind up in the Syracuse Post-Standard, but that doesn't happen after every book -- and it's even more rare since Bill LaRue was reassigned away from the tv/radio beat. I can tell you that you're right about the order being 9, then 3, and then 5, for the most part.
Mornings - 3 and 9 are tied at 5am, while 5 posted a zero (I'm not kidding, they had a zero). At 6am, channel 3 pulls ahead of channel 9, but only slightly. It's been a pretty tight race between 3 and 9 for years.
Noon, 5, 5:30 and 6pm - Channel 9 has more viewers than 3 and 5 combined. They usually do. Even if they don't, it's still a pretty good margin ahead of channel 3. Channel 5 hasn't won at noon since Ron Curtis retired.
10pm - WSTQ's newscast is, not surprisingly, tied for last place at 10:00. On the bright side, it has half the viewers the networks do, and it ties with Seinfeld reruns on WSYT. Not too shabby for a low-power station that likely gets the bulk of its audience via cable or WSTM-HD 3.2.
11pm - You could call this the reverse of 6am. Channel 9 takes the lead, but only slightly. Does that mean Channel 3 just needs better lead-ins from NBC? Not quite. For the past few books, WTVH has actually won the network battle at 10pm, yet they're a distant last-place at 11pm. Syracuse viewers aren't zombies to a good lead-in; they're loyal to their 11pm favorites.

And this is just for anecdotal reference. I do not give permission for you to use my analysis on your crappy TV site. Ripping off an established radio website and changing the "radio" references to "TV" is pretty stupid. Come up with something original and more people might respect you.
Both channels 3 and 9 had staffing reductions during or right after the May book, so it's too early to tell what impact, if any, will be made. Everyone treats the July book as garbage, since networks are on reruns and most viewers are outside, doing something better than watching TV. November will be the true test, with the new fall season well underway, and by then, 3 and 9 would have had ample time to adjust to their smaller staffs.
