Is there anywhere to find a list of stations running IBOC at −10dBc?

Somebody tried to explain to me that WBCT was still grandfathered at 500kw. It was the way they reconfigured the antenna for vertical and horizontal polorization that it figures to 320kw instead of 500kw.
