Almost all of the AMs do (KYW being the notable exception), and even some of the FMs.
It all depends on how you want to use the time and how much you are willing to pay.
Are you talking about doing an infomercial or putting on your own radio show?

A lot of stations take brokered shows.
Are you doing a show already?
What kind of show are you doing/propose to do? How long? How often? Be specific.
How much can you spend for air time?
Will you produce it or do you plan to go to the station to do the show?
Do you have advertisers?

Your best best, if this is your first time, is smaller stations in the suburbs or on the periphery of the market. If you can, find one with a format consistent with what you want to do. Failing that, find one that does block programming, especially evenings and weekends.
Call the sales department and ask.
You may have to submit something in writing. Proofread if you want to be taken seriously.
 
1680 sells blocks of time, but mainly to spanish people.

I believe 1540's rate is in the neighborhood of $300 an hour.

1360 WNJC also leases brokered time. I don't know the rate now, but when Mike Venditti was still alive, it was $100 for 30 minutes I think.
