Who produces these bits?

Can anyone tell me who produces the bit where the guy thinks his girlfriend has sent him a text message that says, "Come over. Wear panties on hair"? (Then she has to tell him that it actually says, "Come over. My parents are here.")

I've heard it, and bits like it, on many rock and alternative stations across the country, and I'm pretty sure they're all produced by the same person or company. I think that same person also produced the "System Of A Down Ordering At A Drive-Thru" and "System Of A Down goes to Starbucks" bits from a few years ago.
