Who to contact about making a PSA?

As I sat, listening to the TV on my radio last night (yes, I listened to LCD and Plasma whine, all the way across the band), I wondered....

Would anybody pay attention, if the NAB, ARRL, FCC and others produced a holiday PSA, maybe like "Don't Toss That T'roid", reminding people to install the darn torroid on their new flat-screen TV's power cord, instead of tossing it in the trash?
I find many of them in the dumpster, along with the un-opened Instruction Manual, and the Child-Safety strap.
Most people probably don't even know what it's for.
 
It should have been installed at the factory and non-removable by the end user.
Most people don't read the instructions and don't care about the noise that the set might generate.
 
They (LED and Plasma TVs) should have never left the factory. ;)

Really, there should be a set of ferrites included, with enough to cover all the inputs and outputs, plus the power cord. And, if they can build that fancy tube, why can't they place a second wire screen in the front glass, to filter out the radiated noise? Oh, yeah....it would cost money.

It would be nice if big-box stores carried a kit of filters for these things. But, they'd have to market them with some uber-hype, before people would buy them.
