I have the opposite view. Grouping by region -- especially having everything not related to a specific market in a state appear underneath the market listings in their state -- makes it easier for most people, because the majority are going to focus on their own local area.
The only suggestion I would make would be to add a list of the states in each region in the main menu description of each region to make it easier for users to find "their" state.
