Why are Chs. 22.1 and 26.1 so weak?

Help me! I bought a DTV converter last month and it works fine(Most of the time), but I have had little luck picking up WKEF-DT 22.1 and WBDT-DT 18.1/26.1(I get the dreaded "No signal" message every time I try to tune in). Why is this? Are these stations not broadcasting a very strong DTV signal yet? Luckily I have an extra pair of rabbit ears just for 22 and 26 to watch their analog telecasts.
