Why can't I watch WBPA-DT?

PBA comes in fine on my antenna. 95% signal. Whenever I flip to the channel though, it's unable to display it. Sometimes a picture will appear when the antenna is scanning the airwaves, but when normally watching TV the screen is black when I flip to it. Does anyone else have this problem?
