Why didn't 97.9 shut down when WWWQ HD2 went off the Air

Why didn't 97.9 shut down when WWWQ HD2 went off the Air, by rule if the main station's signal goes off the translator must be set to shut off?

Not everything is by the rules. Just a couple of weeks ago, I heard both 106.7 signals (primary and aux) on simultaneously. One is more delayed than the other, so driving down the road you hear one fade in and fade out, and the other fade in and fade out, with static in between.

I heard Obama is going to come out with a statement about this shortly: "I call upon the management of 99x to abide by the appropriate regulations as set forth by the Federal Communications Commission, and for the 97.9 repeater to temporarily cease transmitting. However, I also ask the same management to work diligently to restore the HD-2 signal in order for 99x at 97.9 to return to the air as quickly as possible, so that we can move forward with our nation's commitment to providing universal access to alternative modern rock for all Americans. Let me repeat, no American should have to go without alternative modern rock, or for that matter quality rock."
