why does citadel suck so much?

citadel has some pretty messed up stations in BR and NO. diva, martini, rockin' country. c'mon, rockin' country?! only citadel could manage to screw up the country format. either the gm just got the gig and hasn't had a chance to address the problems, or he's on the way out and the next guy will.is citadel as mismanaged in other markets?
