Why does Lifetime switch up their schedule so much?

I'm a big fan of Frasier, but it seems to be on and off in the Lifetime schedule. No rhyme or reason. What gives? I guess I understand holiday movies, but here we are in January and they still are messing with it. "How I Met Your Mother" is a good show, but not 6 episodes at a time. Can someone explain how Lifetime programs?
