Why Does TitanTV List Some TV Stations By Digital Channel

Just wondering, like in Chicago WWTO which is listed as Channel 10 which is it's digital channel, while the rest of Chicago is listed by the old analog (Virtual) Channels.

I see on the NYC TitanTV grid WNJB is listed as 8.1 which is its digital channel while the analog (virtual channels) are listed for the rest.

Any ideas why they may do this?
