Why is Air1 Still on at 93.3

Unbelievable...

I just spoke to a friend in Sacramento who tells me that the 93.3 translator for KARA on the Rosebud Tower is STILL ON THE AIR. They have a displacement CP for 107.1 on the same tower.

If I didn't know better... It looks like they would rather cause first adjacent interference with KHLX 93.1 than their very own KLVS 107.3.

After all, this translator is operating inside of KHLX's protected 57 dbu contour.

What gives?
