Why is there still 2 smooth jazz stations on HD-2?

Did they run out of ideas? I thought there was expose to be more HD choices? Or does any one care?
96.5 and 99.1 both are running Smooth jazz on HD.

I wish HD was full signal on every station. KUHF has great HD Reception.
