Why the rotation is so tight

When teenagers turn on their iPod, they hear a song they like. When they turn on 92.3, they should hear a hit song they like so it gets into their presets. At first, it will become the station they tune to when Z100 plays commercials. Next month, Z100 will be the station they tune to when 92.3 plays commercials. It's not cool to blast commercials in your car.

...so the target is teenagers? ok?? You seem to (sort of) have the concept of building cume down, but I think you're off on the demo...
 
Well, this is targeting a younger audience than Z100. Teenagers are the most fussy about hearing their favorite songs, they need them NOW! But the money is in 18-34, and less so in 12-18, but as of today, I think 92.3 would appeal more to a 12-18 audience.

Yeah, lots of money in 12-17 ad buys! I am sure they couldn't care less about how fussy teenagers are about their radios.

Yeah, well, the target of CHRs is 18-34 women. The variance between Now and Z 100 may be a greater focus on Hispanics by Now... the LA Amp target and the recent launch in Dallas show CBS is very focused on Hispanics today.

There is practically no teen money in radio. It's all in alternative media and some cable.
