WICE-FM?

I passed a car on the highway yesterday with the RI vanity plate: WICE-FM. I did a google search and found a Fybush article that said WICE had resurfaced on 89.3 on the FM dial as a pirate out of Johnston. Is the owner promoting a pirate radio station on a license plate, or is this sheer coincidence?
