Allow me to correct this. In 1983, on News Years Day, The Radiomagazine 1070 KENR" became "THe Radio Magazine 1070KRBE. " I worked there hosting the afternoon show. By summer of 1983, simulcasting of 104 KRBE had begun.

Was "The Radio Magazine" a talk/news format?

I don't remember the actual timeline for everything. I think they had gotten wind that that change was going to happen...or their research showed that this was the way to go also, so they started adjusting The Buzz's playlist a little while before the Planet signed on.
