Yes, 1010 on HD3 would work. I don't understand why they have Christian Top 40 on HD2 when 94.9 is doing the same thing. I thought they had originally agreed to not directly compete in the HD band. Oh well.

Cox is not an HD Alliance member, while CBS is (along with Clear Channel).
So basically, Cox can do whatever they want, but Clear Channel can't put on a Christian Contemp. HD-2. I've heard differences when I've been up there...Not that I know anything about CCM but it looks like WWRM HD-2 is a bit more adult and older skewing, whilst WRBQ HD-2 seems to be straight ahead young targeted Christian CHR.
