Yes, analog LPTVs can remain on the air after the analog full-power stations shut down next February.
Personally I don't expect analog LPs to stay around too much after then though. I think within two years or so, analog will be pretty much a thing of the past even for -LPs.
Unless they're on channels 60-69 (or 55, I'd guess, based on the history of full-powered stations on 55). Those channels are to be completely cleared off on Feb 17, 2009.

Some analog LPTVs do have permits to build companion digital channels. Others have applications for companion digital channels.
However, they will not be required to shut down their analog service in 2009 unless other factors (ie, the analog LPTV is in a non-core channel and can't find a core channel to migrate to) force the shut down. The FCC has indicated that analog LPTV service will eventually go away, but hasn't yet set a firm date for when this will happen.
