I doubt it. Much of what goes on in Wilmington will end up here. Besides, Center City is only 28 miles from Delaware's largest city (Trenton, NJ is 25 air miles away). Even Dover, DE is still a portion of the Philadelphia TV market.
 
There was a Delaware radio board at one time, on another radio site. But with so little activity, it couldn't make it. Wilmington is a measured market, but New Castle and Kent counties are in the Philadelphia Arbitron market, so we discuss things here. Kent and sussex counties are included Arbitron-wise in the Baltimore market. Kent numbers included in Philly are a VERY small sample.

New Castle and Kent (DE) Counties go on the Philly board as part of the Wilmington market. Cecil County, MD goes here too.

Sussex County goes on the Wash/Bal board as part of the Salisbury-Ocean City market. All of the MD counties besides Cecil go on Wash/Bal as well.
 
I know whenever I went to a liquor store in Cecil County, MD, if the radio was on, it was on a Philadelphia station.

And Cecil County is a very good place to buy hard liquor. Nowhere beats their price, unless you are in Washington DC.
