Cool article but it'll never happen. Chicago never can get it's act together. From projects like new subways, to a desperately needed new airport (they've been talking about THAT since 1967), to Olympic bids and world's fair. Chicago just can't get it together.
Chicago can't get it's act together. Added to the fact that Illinois has more local government units than any other state but Texas. These have kept Chicago from acting. PLUS as the article noted, the tower was first propsed and turned down in the late 1990s. Suburbs blocked it. The current location is in a very rich neighborhood. The last tower was blocked in part by claiming that it was put on the west side because it was poor people. Yeah like the tower would have ruined the veiw of the slums and abandoned buildings...
Sears Tower (and to a lesser extent the John Hancock) very actively opposed it. Aon building could also oppose it.
Not only losing transmission rents but the skydecks at each place. After all Sears hits 1700 feet with it's antenna and but one or two DTVs are located there.
It'd be very cool to have it and if designed correctly so it had a significance like the Seattle Space Needle, it could be marketed as a potential attraction
