WIOO

No, it wouldn't. WMVP is still a Class A station and is still protected from interference within a 750 mile contour. WIOO would still have to sign off at sunset.
 
The FCC Has Approved WMVP Reducing Their Night Time Power, Could this Mean Nighttime Service to WIOO?
WMVP's change is just a site change with less power to compensate for antenna strength. There will be no changes at all to WMVP's contours.
