WIP coverage maps on radio-locator?

On radio locator it says WIP has a construction permit, and i haven't seen the maps since february. do they have a construction permit and does anybody have an image of the map?
 
It's just a paperwork thing - the coordinates for the transmitter site were off slightly, and they had to apply for a construction permit to "move" to where the towers really are. Nothing's actually changing at the site.
