WITF on 103.9

Ok I know WITF is a Harrisburg station however I have been listinig to it today on 103.9. I have heard it on both a car and home radio in Dunmore, North and West Scranton as well as Downtown. It is strong but rather scratchy. Is this weather related or are they going to broadcast in this area.
 
The Family Radio 103.9 translator on Bald mtn. in Scranton actually rebroadcasts another translator; 89.5 mHz in Wilkes-Barre. The 89.5 must be off air; WITF just happens to be on 89.5. The 89.5 in Wilkes-barre is a translator for KEAR, San Francisco, CA (satellite fed). It used to rebroadcast 106.9 in Camden, NJ via a 105.9 translator over the Lehigh Tunnel in Slatington, PA (near Lehighton). When WEZX switched to 106.9 from 107.1 they got worse. Then when WPZX, 105.9 went on the air they were blocked completely (103.9 actually rebroadcast WPZX for a few days!). They switched to Sat as a last resort to feed their Wilkes-Barre translator.
