WJAR-DT on low power?

I've noticed that WJAR-DT (Digital 51) is barely making it over the "black screen of death", compared to WPRI-DT/13, WNAC-DT/54 and WLWC-DT/22. Is WJAR-DT running at reduced power? I am running a DigitalStream DTV decoder connected to a nice long UHF corner reflector with an 18 db. amp in line. WLNE-DT (which I believe is on the same tower as WJAR) is making it up here in Whitman, MA (not strong but stable with about a 50% signal strength, 90% of the time). WSBE-DT is not making it here, but I expected that they will improve when they move to full-power next year.

Channels 12, 28 and 64 (on the digital side) are "gangbusters" here with nearly a 90% signal strength on the meter. I'm hoping that WJAR-DT is going to be stronger soon so that I can watch RTN on 10-3 (coming soon, I hope!). Any ideas?
