Birmingham WJBE Transmitter Location Exploration and Interesting Findings

Along with all of the questions pertaining to WJLX and the "missing tower" in Jasper, there's been a good bit of speculation regarding WJBE and the location of it's transmitter site. Is it really on the cellular tower it's authorized to be broadcasting from or, as has been previously reported, has WJBE actually been transmitting from an unauthorized location for more than 19 years, now?

Keep in mind that the licensee of WJBE currently holds a construction permit to install an antenna on the nearby Curry Water Authority water tower but, that is nothing more than a construction permit and, as of today, no application for a license to cover has been sought by the licensee so, any operation from that location is still unauthorized and, for all practical purposes, would be the equivalent of a pirate radio station which is without benefit of a broadcast license.

A friend did a bit of digging and actual physical investigating during the weekend of October 26 & 27 and what he documented is pretty interesting.

How far from the license coordinates is the water tank? If it's less than a kilometer and the antenna height is the same even if there's a formal complaint, the FCC is going to just sent send a letter asking for paperwork for the noncom to correct it's paperwork. I seriously doubt they would even send someone from the nearest office (Atlanta?) to investigate even if they suspect the paperwork to be fraudulent. No wonder pirate stations can operate for years.

A quick look with MapGoogle shows it to be about 2033 ft using the 'measure distance' function.
 
Sorry, I neglected to mention the perpetual 200% of authorized power operation. I'll grab pictures of the transmitter showing "1,150 watts" the next time I'm in there. The 100% commercial operation will also be addressed soon, too.
