Usually the PTA and LTC are granted simultaneously. Once you are granted PTA to run from a CP site, you may start using it. I've seen stations run on just PTA while the FCC waits to get the LTC issued. (That is how WAAF legally ran from Stiles Hill for so long.). Typically non directional FM CPs are granted with "automatic PTA", so they can operate at any point from the CP, and have to file the license to cover prior to expiration. "Directional" FMs however, typically don't , because you have to file with the license to cover, a statement showing the antenna proof of performance, surveyor statement that the antenna is installed correctly, and a affidavit from the engineer that the install was done to the specifications of the CP. The FCC needs to see this to make sure the directional station is constructed as built, as to not cause harmful interference to other stations. There are occiasional times where a directional FM will request for automatic PTA, and that is typically for 1 for 1 emergency antenna replacements. When WSNE-FM replaced their primary antenna, they filed for , and was granted automatic PTA.
