WJRR or WHTQ, who's winning and why?

Any significant gains for 96 Rock since they tweaked things?
 
In the July PPM WJRR went from 3.9 to 4.6
WHTQ went from a 3.6 to 3.0. If WHTQ wants to compete with WJRR they need to play currents. Pick up a few national rock shows. Dee Sniders House Of Hair on Saturday nights would really give Pat Lynch a run for the metel money. And how about bringing Little Stevens Underground Garage back on Sunday nights. They never should have dropped it in the first place.

In the PPM world like Orlando is . Arbitron only picks up stations only if their signals have an encorded. Arbitron sells the stations a devise that sends a signal out during the broadcast that is picked up by the PP meter. The same for streaming. If the broadcast company buys the equipment arbitron counts their listeners.
 
So the station have to incode its signal for it to be tracked by PPM, since as I understand it... PPM is a device that picks up the signal and somehow it knows what station is on, unlike diaries where listeners have to write down call letters and time of listening?
