WJTV subchannel 12.2 becomes Ch. 13 on DirectTV? How?

Direct TV adds WJTV 13 (aka 12.2 CW) today in Jackson market

Just noticed today (Dec. 17) on Direct TV, there are 3 WJTV Channel 12's. One 1 is the CBS HD, second is non-CBS HD and third is the former 12.2 CW network. Is that illegal for WJTV to do this or is this some kind of test? The third 12 is low power apparently with poor video/audio quality even if it is now on DirectTV.
 
I posted this two days ago on the states forum with no response. Just noticed two days ago on Direct TV in the Jackson, Miss. market, there were 3 WJTV Channel 12's on the grid. The first is the CBS HD, the second is CBS non-HD and the third is the current 12.2 subchannel CW network with the No. 13. Is that illegal for WJTV to do this or is this some kind of test they are running? The third 12 is low power apparently with poor video/audio quality even if it is now on DirectTV. I always thought something like this was illegal. WJTV is a Media General owned station. I hope someone can explain this.

Why would it be illegal? Just because DirecTV usually doesn't air subchannels doesn't mean they aren't allowed to. They can if they have the room, and I don't think the FCC cares one way or another.
 
Other areas on DirecTV:

Macon GA: WGXA/Fox is on channel 24 (their regular OTA spot) and their ABC subcarrier (24.2 OTA) is on 25.

Chattanooga TN: WTVC/ABC is 9 (regular OTA). Their Fox subcarrier (9.2 OTA) is on 10.

Albany GA: WALB/NBC is 10 (regular OTA). Their ABC subcarrier (10.2 OTA) is on 11. WSWG/CBS is 44 (regular OTA). Their CW subcarrier (44.3 OTA) is on 17.

Couple of more:

Panama City, FL: WJHG/NBC is 7 OTA; their CW subcarrier is (7.2 OTA) is on 8.

Hattiesburg MS: WHLT/CBS is 22 OTA; their CW subcarrier (22.2 OTA) is on 24. This is because channel 23 is occupied by Fox affiliate WHPM-LP.
 
Thanks for the information. I was still thinking along the line of on-air signals, allowing only certain channels for a certain mile radius. Like Channel 13 out of Memphis & Channel 13 out of Biloxi, etc.
 
In Tallahassee, Fox affiliate WTWC (ETWC) 40-2 is carried on channel 49.
Full power station and MeTV affiliate WTLH 49.1 isn't carried at all.
