Wkdd, waks

Ok can someone help me understand this? From the last question I asked over at Radio Insight, it sounds like in the eyes of the FCC, Akron has 3 CHRs, 98.1, 92.5, and 96.5, the last in reality serving Cleveland. With WKDD and WAKS being full B signals and CC having a group deal with Nielson, how do WKDD and WAKS not show up in each other's market ratings? Since WDJQ seems to not subscribe, I can't tell how well they're doing, but I can see both WKDD and WAKS. My question is if WAKS has a city-grade signal in Akron, why doesn't it show up there as well as in Cleveland? I'm not sure about WKDD's signal, but I would assume it's pretty good in Cleveland, but again, it doesn't show up. Does each station have to subscribe in each market?
 
Ok, so it looks like WAKS isn't subscribed in Akron. I'm also assuming that the group deals only apply to the market the station has told Nielson is the home market?

It likely may show up in the ratings but the "public released" numbers online do not show stations from other markets in the ratings unless the owner of the stations are specifically buying that market also. If Clear Channel say owns a Akron station that is powerful enough to reach Cleveland but their goal is to "target" only Akron with that station (say they have another format like station that targets Cleveland) then the public won't see that station in the released numbers.
 
That makes some sense. I just thought initially that, since CC has a group deal with Nielson, that their stations would show up in whatever market that attracts listeners of the station, whether or not it's the station's home market.
