WKSF Asheville all over the FM Band.

I noticed today on my way to work that WKSF Asheville was comming in very clear on 98.3 and 101.5 FM. It was causing issues with 98.1 the River, and my receiver was stopping at these channels during scan. Is Kiss country using old equipment, why are they not broadcasting in HD?
 
The ladie at the station told me the Engineers are working on the issue. It seems they had some issues last week with a storm or something.
