The FCC issues a Notice of Apparent Liability for Forfeiture to CLEAR CHANNEL subsidiary CAPSTAR TX LIMITED PARTHERSHIP for its Top 40 WKSS (KISS 95.7)/HARTFORD's alleged violation of the rules regarding disclosure of material terms of a contest.
The proposed $4,000. fine comes from the station's "I Do Island" promotion that the winner claimed was promoted as offering a grand prize of an "ultimate wedding package" worth about $35,000, but that it turned out to be worth only $20,330. The station told the FCC that its rules said the prizes were worth about $30,000, and that it did add items to the package and settled out of court for an additional $5,000, but the FCC ruled that no matter whose story is true, the station still failed to give away a prize equal to the amount even KISS admitted it had advertised.
