Exactly. The strictest interpretation of the FCC's legal ID rules for analog radio--
which, unlike HD radio and DTV, are more straightforward--states that each station
in a simulcast is to be IDed separately and completely, that is, calls and COL for
one followed by calls and COL for the other. You can of course insert the frequency
and/or other permissible info between the calls and COL on each.

Bad: "KFRC AM & FM San Francisco." ("AM" is not part of an AM station's callsign.)

Worse: "(intro bed--) Ladies and gentlemen, you're listening to Bobby Ocean,
on AM & FM (jingle--) KFRC, San Francisco."

Correct: "KFRC San Francisco, KFRC-FM San Francisco."

The "worse" example above is of course a blast from the past when 610 and whichever
FM freq. they were using that month were simulcasting. They should have just run a
fake produced legal there and had Bobby, Charlie, or whomever was the image voice
do a legal legal ID track to bury between spots five and six in the :50 stopset. ;)
