WLIB on backup tranmitter?

WLIB seems exceedingly noisy today, with a lot of hiss cutting in and out and 60-Hz running underneath everythting -- at least, up here in Yonkers. It was clean when I tuned away (on the same radio) at 9AM.

Both the hiss and the 60 Hz just disappeared.
