WLOO and WDBD have been repacked, WDBD's power has noticeably dropped

I checked this morning and rescanned to pick back up WDBD and WLOO. WLOO is working normally on new actual channel 36, but WDBD on new actual channel 14 as of 5am showed a decline in signal strength. I saw 85-90 for WLOO and 58-62 for WDBD on a digital converter box. On my TiVo Bolt, WLOO shows a levelized 72 but WDBD, which used to show a levelized 72, is showing a strength of only 60. I am 24-25 miles from WJTV, WLBT, WMPN, WLOO and WDBD, 18 miles from WAPT.

It appears that the new channel for WDBD is supposed to broadcast at 500 kilowatts and change on channel 14, where it used to be almost 1 million watts on channel 40. However, WLBT is also broadcasting at 500 kilowatts and change, but on the digital converter box is showing 85-92 and the Bolt is shows an initial signal strength of 85 and levelizing to 72.

Anyone know if WDBD had to drop their effective radiated power further to handle the repack?
 
I had to turn the antenna in order to get wdbd after they dropped power. I bet people who have those sorry little squarish indoor antenna had problems
 
UPDATE: Sometime during the weekend of June 15th, I noticed that the signal strength of WDBD went back up to pre-repack levels. I get a solid 72 on my TiVo now and the other TVs in the house show a 10-12 point increase.

I just got a reply from the station engineer that they installed a software update at that time that improved the signal-to-noise ratio.

It's good to see the signal strength back to where it was before 11/30/2018.
