From what I understand, "Peachtree" is the REAL Ch. 17 "TBS" is the cable-only broadcast.

That's correct.

The "original" WTBS-17 was sold off and the calls were changed to WPCH. The programming on that station no longer has anything to do with what is now TBS. It's just a solid independent in Atlanta, much as how Chicago has WCIU or Boston has WSBK.
 
There was no sale involved. Turner still owns WPCH, and it's operated from the same master control as TBS, with most of the same staff.
