That's a good question. I don't know of any activity on the permit, which was issued last year I think. The CP is short-spaced to WMBV in Dixons Mills, so they had to apply for §73.215 protection.
It could be an issue of tower rent costs, or some other tower issue with the one they're on now. Or maybe they're willing to sacrifice Auburn coverage to expand coverage to the west, which the CP will do to a big extent. It's a much taller antenna height so the overall coverage area will take a big jump. Cumulus happens to own a station in Macon, Georgia that's also on 92.3 (WLZN Blazin' 92.3) which is just a little class A. Maybe they have eventual plans to boost its signal? The WLWI move to the west would increase the distance between the two stations. That's just speculation on my part as I don't know what the rest of the dial looks like in that part of Georgia so I don't know what other obstacles would be in the way there.
Finally, it's possible there WAS a reason to move and that reason has passed, and this CP will never be built.
