94.1 and 102.7 are both at reduced power broadcasting from their backup facility while they upgrade to new transmission towers.
There is no way 94.1 will flip to country while owned by Pamal with WXBM in the same building. Ain't gonna happen. I don't foresee them flipping anytime soon; once they get back up to full power they will be able to crush their main competition (WYCL My 107.3) as they have a live and local AM show and are not VTd all day.
I think 94.1 will rebound in the ratings when they get their power back up (much of their audience listens at work and at low power they have a hard time penetrating office buildings) and when people get used to their "new" jock lineup (which is fairly strong ATM). The station needs to be a little more aggressive adding new music and stop relying so much on its out-of-state and out-of-touch consultant. The PD really just follows his orders when it comes to content and programming. Their jingles/liners/sweepers are very old and very stale; they could also use a little updating as well.
