wmid on a philly hd-2 could this happen

I dont know if this is legal or not, but wouldn't it make some sense for Gary to try and get WMID on a Philly HD-2 or 3. This is what HD radio is all about to put new and exciting things on the otherwise bland dial. I doubt it would be expensive, forget OGL or MGK it would hurt their formats now. 92.5/106.1/96.5 or even WIP HD-2 once KYW is off would be ideal choices, these HD-sides would even travel further than if he bought a translator. This would really bring unique formats to otherwise deprived areas of people who like these certain formats.
